If you have filed an RTI application and didn't receive the certified copies within 30days, File the First Appeal on the RTI portal.
Refer page 10 of the user manual, to know how to file the First Appeal, from the below link:

Select reason as to No Response Within the Time Limit from the drop-down field under Ground For Appeal
No document is required to be uploaded under Supporting Document.
In the Text for RTI first appeal application copy paste the below sentence:
I appeal the FAA to direct the CPIO to provide the information sought under the aforesaid RTI application within the time-bound frame.
